1 POSITION: SENIOR PROCUREMENT OFFICER
This role reports to the Manager Procurement and Supplies. The job holder will implement the best procurement techniques to achieve the best value for money.
Key Performance Areas
- Sourcing for goods and services upon receipt of approved purchase requisitions from stores and end users to maintain international standards.
- Negotiating for best prices prior to preparation of tender analysis and recommending to supervisor most favourable supplier to meet budget requirement.
- Managing contracts and executing all aspects of procuring to optimise operational performance and conformance to any new legal regulations.
- Attending to contract administration queries.
- Managing and strictly adhering to the budget and procurement plan.
- Preparing draft contracts in line with procurement guidelines and expediting approval of the contacts.
- Preparing solicitation documents and inquiries.
- Providing procurement guidelines as Secretary to the Procurement
- Executing procurement guidelines to ensure that the Corporation conforms to the prescribed public procurement standards.
- Electronic Procurement Management
- Ensuring that all electronic procurement processes are enforced.
- Attending to suppliers who call in person and clarifying queries on phone with local and international suppliers to maintain business harmony.
- Assisting the Senior Manager Procurement and Supplies in dealing with administrative issues and supervising subordinates
Qualifications
- Grade 12 certificate with 5 O’ level credits or better including English and Mathematics
- Full CIPS qualification or a degree in Purchasing and Supply or any other relevant degree
- Minimum of three (3) years practical experience
- A valid driving license is an added advantage

2.POSITION: PROCUREMENT OFFICER

- Expediting outstanding orders and maintaining local and foreign purchase registers to ensure the records are up to date.
- Ensuring that projects are monitored and evaluated to systematically track the effectiveness of the implementation process and outputs.
- Preparing payment instructions in line with procurement plan.
- Timely preparation of procurement minutes.
- Implementing procurement guidelines to ensure that the Corporation conforms to the prescribed public procurement standards.
- Implementing all electronic procurement processes.
- Attending to suppliers who call in person and clarifying queries on phone with local and foreign suppliers.
- Assisting Senior Procurement Officer and Senior Manager Procurement and Supplies in dealing with administrative duties.

3.POSITION: PROCUREMENT ASSISTANT
This role reports to the Senior Procurement Officer. The job holder will assist in the procurement of goods and services on behalf of client departments in line with the Corporation’s strategic objectives.
Key Performance Areas
- Survey the market before executing the procurement.
- Conducting procurement activities in line with the approved processes and procedures to reflect the requirement of the relevant laws and policies.
- Conducting tender closing and opening sessions in a transparent manner.
- Filing orders and payment requests in line with the documentation required to fulfil request.
- Using procurement management information systems in line with the Commission’s requirements for accountability, control and decision making.
- Receiving specifications of requirements and prepare enquiries and ensure dissemination of the same to prospective bidders.
- Conducting evaluation of bids, proposals and quotations on the basis of price, quality and delivery time in line with the Commission’s procurement policy.
- Filing of minutes, supply contracts, service contracts and other procurement records.
- Conducting periodic monitoring and evaluation of procurement processes to recommend changes for improved performance which would include.
- Preparing draft reports on status of procurements and recommends action/risk mitigation measures to ensure effective monitoring of supplier performance.
- Providing accurate routine or special reports as may be required by the supervisor and proposes measures for improvement of procurement processes.
Qualifications
- Grade 12 certificate with 5 O’ level credits or better including English and Mathematics.
- Chartered Institute of Purchasing and Supplies (CIPS) level III Certificate or equivalent.
